Syed Saiful Haque
Chairperson & Co-Founder
Syed Saiful Haque has been an organizer, activist and advocate for migrants’ human rights at national, regional and international level since 1997. He has worked in Saudi Arabia and Singapore. He is one of the founding members and Chairperson of “WARBE Development Foundation” a rights based migrants’ organization working in the field of migration, migrants’ human rights and development in Bangladesh. He represents the organization at various forums and different committees selected by the government and non-government institutions and networks at home and abroad.
He has participated in the “Informal Interactive Hearings on International Migration and Development” and parallel meetings of the “UN High Level Dialogue on Migration and Development (UNHLD)” at the United Nations (UN) in the year 2006, 2013 and participated all Civil Society Days of the “Global Forum for Migration & Development (GFMD)” since 2007 to 2023. He is now the Member of International Steering Committee (ISC) to organize Civil Society Mechanism of GFMD.
He attended different UN programs as WARBE is a Consultative Status Member of UN Economic and Social Council (ECOSOC). He participated in preparatory meetings on Global Compact for Migration (GCM) and Regional & International Migration Review Process (IMRF) at the United Nations. Also regularly attended meetings on High Level Political Forum (HLPF) on Sustainable Development Goals (SDG’s), UN Commissions on Human Rights (UNCHR) & UN Human Rights Council (UNHRC), International Labor Conference (ILC) of ILO at the UN in Geneva and New York.
He as a migrants’ rights activist and an expert in the migration field participated as a resource person in various conferences, seminars, symposiums, workshops and the TV Talk-Shows on the development and migrants' rights issues both at home and abroad.
Jasiya Khatoon
Director
Jasiya Khatoon is the Director of WARBE Development Foundation and has been a dedicated advocate for migrants’ rights at the national, regional, and international levels since 2008. With over a decade of experience in the migration and development sector, she plays a central role in shaping organizational strategy, strengthening networks, and advancing rights-based migration governance. She holds an M.S.S. from the Department of International Relations at the University of Dhaka and a Master’s in Development Studies (MDS) from BRAC University.
In her leadership role, Jasiya manages multiple programs and projects focused on grassroots advocacy, community engagement, capacity building, and stakeholder awareness. She has worked directly with migrant workers, returnees, and their families, providing critical information, training, and support to ensure safer and more informed migration journeys. Her experience includes developing training modules, preparing IEC materials, and facilitating workshops and dialogues on migration laws, policies, and governance.
Jasiya also provides secretariat support to the Parliamentarians’ Caucus on Migration and Development, contributing to policy discussions and national-level advocacy. She has represented the WARBE Development Foundation in numerous regional and international conferences as both a participant and speaker, amplifying the organization’s mission and the voices of migrants globally. Her commitment, professionalism, and vision continue to strengthen WARBE’s role in promoting safe, orderly, and rights-based migration.
Md. Suhrawardhy Hussain
Finance Secretary & Deputy Director
Md. Suhrawardhy Hussain currently serves as the Finance Secretary and Deputy Director at WARBE Development Foundation, bringing over 20 years of experience across social development, migration governance, and community empowerment. He has extensive expertise in leading multidisciplinary teams, mobilizing resources, managing projects, conducting monitoring and evaluation, and building the capacity of program participants.
His professional background includes facilitating community needs assessments, organizing seminars, workshops, and advocacy dialogues, and preparing analytical reports and training modules. He has strong competencies in budgeting, leadership, teamwork, and partnership-building with government bodies, NGOs, CSOs/CBOs, and international organizations.
A dedicated migrants’ rights activist, Mr. Hussain has completed his Master of Science in Mathematics from the University of Dhaka. He has received multiple training on international migration, human trafficking, and leadership development. Beyond WARBE, he is actively engaged with various organizations and institutions, reflecting his strong commitment to social work and community wellbeing.
Sumsoon Nahar
Deputy Director, Finance & Admin
Sumsoon Nahar has been serving as the Deputy Director of Finance and Administration at WARBE Development Foundation since December 2018. With 17.5 years of professional experience, including 12 years in the development sector, she has built a strong career grounded in financial management, administrative leadership, and institutional strengthening. She holds a postgraduate degree from the National University of Bangladesh and has partially completed her CMA certification, further enhancing her analytical and managerial capabilities.
At WARBE Development Foundation, she plays a key role in enhancing internal systems, improving financial accountability, and supporting the organization’s mission through effective resource management. Her leadership contributes to strengthening institutional sustainability, promoting transparency, and ensuring that programs serving migrant communities are delivered efficiently and responsibly.
Throughout her professional journey, she has developed extensive expertise in financial oversight, budgeting, accounting, audit support, compliance, and operational coordination. She has a proven ability to manage complex financial systems, maintain transparency, and ensure alignment with organizational and donor requirements. Her experience also includes strategic planning, organizational governance, and the development of efficient administrative processes that support smooth program implementation.
Tasmia Sarwar
Project Manager
Tasmia Sarwar is currently serving as a Project Manager at WARBE Development Foundation, where she leads implementation, coordination, and strategic communication for the “Reshaping Migration Path: Bridging Dreams, Breaking Chains” initiative under the B-CAPP Programme. In this role, she oversees project planning, stakeholder engagement, monitoring processes, and documentation efforts aimed at improving governance and accountability within the labor migration system, particularly in relation to the role of sub-agents or ”middlemen’.
She holds both a Bachelor’s and a Master’s degree in Anthropology from the University of Chittagong. Drawing on her strong academic grounding and commitment to research, Tasmia has worked extensively on issues such as gender justice, migration and refugee crises, sustainable livelihoods, and climate adaptation. Her skills in research, analysis, and knowledge management continue to support evidence-based advocacy and informed policy discussions.
Driven by a passion for social equity and community-centered development, Tasmia aspires to amplify the voices of marginalized groups and contribute to policies that promote fairness, accountability, and sustainable development. Through her leadership, she continues to strengthen WARBE Development Foundation’s mission of advocating for safe, orderly, and rights-based migration while supporting vulnerable and at-risk communities.
Md. Zulfiqar Hossain
Deputy Manager, Finance & Admin
Md. Zulfiqar Hossain is a dynamic and hardworking professional currently serving as the Deputy Manager of Finance & Administration for the Ashshash: For Men and Women Who Have Escaped Trafficking – Phase II project. He brings a strong combination of academic excellence and practical experience, supported by a deep passion for accounting, finance, and organizational efficiency. Known for his discipline, confidence, and commitment to his work, Zulfiqar consistently demonstrates professionalism and integrity.
He holds a BBA and MBA in Accounting and Finance, along with ongoing CMA (Level 3) certification. This strong academic foundation enables him to approach financial management with precision and analytical insight. His training and skills contribute to ensuring compliance, maintaining accurate financial records, and supporting overall program effectiveness.
In his role, he is recognized for his reliability, enthusiasm, and focus on delivering high-quality results. He excels in budgeting, financial planning, reporting, and administrative coordination, contributing significantly to the smooth functioning of the project. His dedication to continuous improvement and results-driven work makes him a valuable asset to WARBE Development Foundation and the broader development sector.

Md. Waseq Ullah
Secretary General
Md. Waseq Ullah has been an organizer, human rights activist since 1997. He worked in Malaysia as a migrant worker. He was one of the founders of WARBE Development Foundation. He was the finance secretary of the WARBE Development Foundation. Now he is the Secretary General of the WARBE Development Foundation.
He completed his BSC degree from Jagannath University, Dhaka, Bangladesh. He works for the rights of migrant workers at grassroots and national level. He works for social development. He has vast knowledge of migration related project.

The Late Md. Faruque Ahmed
Co-Founder & Former Secretary General
Md. Faruque Ahmed is the real struggling character of migrant workers. He faced the worst migrant lifespan at Saudi Arabia in his migration period from 1986 to 1996. The wrong treatment by an Indian origin general physician at KKMC, KSA directed him to damage his right kidney as well as suffered him a lot. He rushed from Bangladesh High Commission to Riyadh Governor’s office, from Defense ministry to Health ministry to receive fair justice and treatment. But, unfortunately returned Bangladesh with bare hand and struggle for three years. Mr. Faruque also rushed to different NGOs and Rights based national-international organizations for the compensations and fair justice after returning to Bangladesh in 1996. That time he realized that, there is no one for the help of the migrants.
Believing the rights of migrants for free movement and receiving fair justice, Faruque along with some other returnee migrants founded the WARBE Development Foundation in 1997. He is the current Secretary General of WARBE DF and look over the project implementation and administration section of WARBE. He is one of the most decision makers for WARBE DF. Mr. Faruque attended and spoke in different national-international advocacy programs for promoting safe migration, protecting migrants’ rights home and aboard. He also led from front to rescue victims of labor trafficking from abroad and raise voice of migrants for their rights. Earlier, Mr. Faruque was a member of Bangladesh Army and served for 14 years to protect the sovereignty of the country- for what he always feels proud.
