PERI Project

Reshaping Migration Path: Bridging Dreams, Breaking Chains (PERI Project)

Partner: The Asia Foundation

Target Areas: Cumilla and Munshinganj

The WARBE Development Foundation, in partnership with The Asia Foundation, is implementing the Promoting Effective, Responsive, and Inclusive Governance in Bangladesh (PERI) Project to reform the labor migration system. This initiative focuses on regulating sub-agents (middlemen), reducing migration costs, preventing exploitation, and strengthening justice mechanisms for migrant workers in Bangladesh.

Despite recent legal amendments (Migration Act 2023), unregulated sub-agents continue to operate, increasing migration costs and exposing workers to fraud and exploitation. This project introduces key pathways to establish a fairer and more transparent labor migration system.

Project's Objective

  • Regulating and holding sub-agents accountable under the law to prevent fraud and reduce migration costs.
  • Strengthening Grievance Management Committees (GMCs) to provide justice and dispute resolution for migrants.
  • Enhancing policy and legal frameworks through collaboration with government agencies, parliamentarians, and civil society organizations.
  • Raising awareness and educating migrants about their rights and protections.
  • Developing digital tools, including a sub-agent registration database and migrant profiling system for better oversight.

Expected Impact

  • A regulated, fair, and transparent labor migration system.
  • Reduced fraud, exploitation, and human trafficking.
  • Lower migration costs and improved legal support.
  • Greater access to justice through strengthened GMCs & GRCs.
