Colombo Process

The Colombo Process: Regional Cooperation on Safe and Fair Migration

The Colombo Process is a regional consultative forum of Asian labor-sending countries, established in 2003 to strengthen dialogue and cooperation on the management of overseas employment and contractual labor. It serves as a key platform for countries of origin in Asia to address shared challenges and opportunities in labor migration governance.

Comprising 11 Member States—including Bangladesh, India, Pakistan, Philippines, and Sri Lanka (current Chair)—the Colombo Process plays a vital role in ensuring safe, orderly, and regular migration from the region.

Core Objectives

  • Exchange best practices in overseas employment program management.
  • Strengthen the protection and welfare of migrant workers.
  • Promote the development benefits of migration.
  • Build institutional and human capacity among countries of origin.
  • Foster dialogue with destination countries to enhance mutual understanding.

Abu Dhabi Dialogue (ADD): A Regional Partnership on Contractual Labor Mobility

The Abu Dhabi Dialogue (ADD) is a unique, inter-regional platform that brings together countries of origin and destination in Asia to promote dialogue and cooperation on temporary contractual labor mobility. Launched in 2008 by the United Arab Emirates, the initiative marked a groundbreaking step toward a collaborative framework between Colombo Process countries and destination countries (including GCC members, Malaysia, and Singapore).

Key Objectives

  • Enhancing the benefits of labor migration for both sending and receiving countries.
  • Promoting transparency and fairness in recruitment and employment practices.
  • Strengthening the protection of migrant workers’ rights and welfare.
  • Fostering cooperation between governments on skills recognition, pre-departure training, and reintegration.

WARBE DF’s Engagement

As a leading migrant rights organization in Bangladesh, WARBE Development Foundation (WARBE DF) has engaged closely with the Abu Dhabi Dialogue to ensure that migrant workers’ voices and concerns are reflected in policy deliberations and pilot programs.

  • Participation in national-level consultations feeding into ADD processes.
  • Engagement with government and civil society actors to advocate for policies that protect workers.
  • Community outreach and education that aligns with ADD’s priorities.

Remit4Change

Remit4change (R4C)

Remit4change (R4C) is an initiative supported by the Transnational Institute for Grassroots Research and Action (TIGRA). The principle is simple: every time a migrant worker sends money home to their loved ones, the company (provider) makes an investment in a community-based organisation (beneficiary) or a country of their choice.

Remit4change aims at harnessing the economic power of people who send money to loved ones outside the country in which they live and work and the social responsibility of money transfer companies to address the root causes of migration.
