Global Forum on Migration and Development

The Global Forum on Migration and Development (GFMD) is a state-led, informal, and non-binding process that has been at the forefront of global migration dialogue since its launch in 2007. The GFMD provides a unique space for governments, civil society, international organizations, and other stakeholders to engage in frank, open, and practical dialogue on the complex relationship between migration and development.

Initiated following the first UN High-Level Dialogue on International Migration and Development in 2006, the GFMD reflects a growing international recognition that migration is a global phenomenon requiring coordinated responses beyond national borders. Its purpose is to foster partnerships, exchange best practices, and generate actionable recommendations for safer, more beneficial migration systems worldwide.

Objectives of the GFMD

  • Create an informal venue for high-level policymakers and practitioners to explore the nexus between migration and development.
  • Encourage the sharing of good practices and experiences to enhance migration governance.
  • Identify policy, data, and institutional gaps that hinder the coherence of migration and development strategies.
  • Promote cooperation among governments, civil society, diaspora, private sector, and international bodies.
  • Shape the evolving global agenda on migration and development in alignment with the Sustainable Development Goals (SDGs).

Recent GFMD Developments (2024–2025)

The GFMD 2024–2025 is chaired by Colombia, under the overarching theme, "Regular Migration, Labour Mobility, and Human Rights: Pillars of Development and Well-Being of Societies."

This chairmanship introduces a forward-thinking agenda built on six thematic priorities:

  • Strength in Movement: The impact of women on global migration and development
  • Children and Youth on the Move: Recognizing young migrants as innovators
  • Media and Culture: Understanding how narratives shape migration perceptions
  • Climate Change: Addressing climate-induced migration through safe labor mobility
  • Regional Cooperation: Advancing safe and regular migration via regional frameworks
  • Digital Innovation: Leveraging technology for improved migration management

WARBE DF’s Engagement with the GFMD

Since the inception of the GFMD in 2007, WARBE Development Foundation (WARBE DF) has been an active and consistent participant in its processes. As a civil society leader advocating for the rights and welfare of Bangladeshi migrants, WARBE DF plays a key role in amplifying migrant voices and influencing policy at global forums.

Our contributions include:

  • Participation in Every GFMD Forum: From Brussels in 2007 to the most recent preparatory and review meetings, WARBE DF has maintained an active presence.
  • Leadership in Civil Society: In the 9th GFMD hosted by Bangladesh (2016), WARBE DF served as the Co-Chair of the Civil Society Coordination Committee (Now, BCSM), leading dialogues between civil society and government delegations.
  • Grassroots to Global Advocacy: WARBE DF connects the lived experiences of Bangladeshi migrants with global migration policy, ensuring that international frameworks reflect ground realities.
  • Implementation of GFMD Recommendations: WARBE’s programs align with key GFMD goals, including providing pre-departure and reintegration information, promoting gender-responsive policy, and advocating for ethical recruitment.

WARBE DF continues to shape discourse at the GFMD and related platforms, including the Global Compact for Migration and the International Migration Review Forum (IMRF), ensuring that migration is governed through principles of dignity, justice, and sustainability.
